Much running about and canvassing was done by Ted Robertson, to get these two meetings organised. It was his conviction, and mine, that something had to be done about the bureaucratic nonsense that was the mainstay of the Leicestershire Pétanque Association, that sought out the other like minded individuals and allowed the 1990 League to happen.
The rules were originally framed to be flexible and to promote the playing of the game itself. Rearranged fixtures were allowed providing there was mutual agreement between the teams concerned and that the teams concerned also contacted the fixture secretary to appraise them of the re-arrangement.
In fact this mutual agreement between team captains has been a major feature of game play in the 1990 league. Providing that the two captains agree... Such things as player substitution, local boundary rules (touching or over the string) two players against three or even lending the opposition a spare player from you own team are all allowable, but I must stress this is between captains and not part of the function of the committee to regulate such 'on the spot agreements'.
New rules have been added from time to time, particularly penalties for failure to get results in on time. These have resulted in a situation as at 2002 whereby the rules have become so tight that they are actually damaging the spirit of the game. This was addressed at the [link] 2003 AGM.
On a personal note I would like to see a return to the rules as they were originally framed, back in 1989. However I have been unable to find a copy of the original rules... If anyone has such a copy or rules from 1990, 1991, 1992, 1993, 1994 or any other documents of the league, I would be glad to borrow them for reproduction here.
